Negotiator's Dilemma is the raid DPS king. Four pieces turn pulse marks into a stacking weapon damage amplifier that scales to +125% multiplicative at full stacks, and the marks spread between enemies, which makes the set feel less like a buff and more like a chain reaction. It is the cleanest "high crit, high damage, mark and delete" build in the game.

If you have ever wanted a set that rewards consistent headshots with raid-killing burst, this is the one. The skill floor is higher than Hunter's Fury because you cannot just charge in, but the ceiling is also much higher. Top players run this for Dark Hours speed runs and Iron Horse legendary clears.

Set Bonuses Detail

The 2-piece bonus grants +15% Critical Hit Chance. CHC is one of the rarest stats to find on gear in meaningful quantities, and 15% from two slots alone is enormous. It frees up roll slots on your other pieces to chase Crit Damage instead of having to balance both.

The 3-piece bonus grants +20% Critical Hit Damage. Stacks additively with attribute rolls, brand bonuses, and weapon talents. Combined with the 2-piece you get a 15/20 split for free, which most other sets cannot reach without sacrificing rolls.

The 4-piece talent, Pulse Spread, is the headliner. Hitting a pulsed enemy with any weapon shot marks them. Each mark gives +25% Weapon Damage against that target, amplified, and the marks stack up to 5 per enemy.

The amp is true amplification, not additive WD. It multiplies the entire damage formula after every other bonus. A 5-mark target takes 2.25x your standard damage. Combined with crit numbers from the 2pc and 3pc, you are looking at 600-800% damage spikes on bosses.

Marks persist until the enemy dies or you swap targets for a long enough window. They also spread to nearby enemies on kill via the Press to Mark chest talent, which means in mob waves your damage compounds.

4pc Mechanic Deep Dive

The mechanic has three moving parts: the pulse, the mark, and the spread.

Pulse: The enemy must be pulsed for marks to apply. Bullet Pulse backpack handles this for you by pulsing on hit, but it consumes the backpack talent slot. Alternatives include the Pulse skill (any variant), Recon specialization pulse, or a teammate running pulse for you in group content.

Mark: Once pulsed, every shot you land has a chance to apply a mark. Headshots and crits guarantee marks. Body shots have a lower probability. Stacking to 5 takes 5 to 10 shots in practice, faster with high RPM weapons or burst rifles.

Spread: Press to Mark (chest talent) makes marks spread to enemies within 8 meters when the marked target dies. The spread carries the mark count, so killing a 5-mark elite instantly converts the next nearest enemy into a 5-mark target. This is what makes the set scale in mob density.

The combo loop in raids: pulse boss, build 5 marks while the boss is invulnerable or in transition, unload during the damage window. Boss damage windows in Dark Hours are 8-15 seconds. Five marks gets you a clean 2.25x multiplier for that entire window.

Best Weapons

Eagle Bearer (Exotic AR)

The canonical raid weapon. Eagle Bearer's talent grants reload bonus and stacking damage on hit, and it shares the Markmsan-tier base damage with The Bighorn. Magazine size is generous enough to maintain marks through extended damage windows. Crit-friendly base values make the 2pc/3pc shine.

Diamondback (Exotic Rifle)

For rifle-focused builds. Each shot marks a target naturally with the Diamondback's own talent, which double-dips with Negotiator's marks for absurd burst. Single-shot rifle pacing means every shot lands a mark, and headshot bonuses on rifles compound the crit numbers.

Lady Death (Exotic SMG)

SMG option for close-range raid mechanics. The talent grants stacking buffs on movement, which fits the run-and-gun mark application style. Less optimal than Eagle Bearer at range but excellent for mob clear sections.

St. Elmo's Engine (Exotic AR)

Niche pick. Each crit applies a shock proc, and Negotiator's crit numbers mean you are critting most shots. Shock plus marks creates a status hybrid that some players prefer for legendary content where CC matters as much as raw damage.

Top Builds

Build 1: Negotiator's × Eagle Bearer (Raid DPS)

6-piece set. Eagle Bearer primary, Diamondback or Lady Death secondary, sidearm flexible. Specialization: Sharpshooter for the extra headshot damage and the marksman rifle signature for off-rotation damage.

Skills: Pulse skill (Banshee variant for confuse) plus a Restorer hive for armor sustain during long damage windows. The hive replaces dedicated defense rolls.

Play loop: pulse boss, fire 5-7 shots to build marks, dump magazine during damage window. Reload, repeat. In group play coordinate with the team so marks are not wasted on dying adds.

Build 2: Negotiator's × Diamondback (Solo Heroic)

Same gear template, swap weapon to Diamondback and replace Bullet Pulse with Strained chest. The Diamondback marks every shot natively, so Bullet Pulse is redundant. Use the freed backpack slot for Vigilance or Spotter to stack additional weapon damage.

Better for solo content because the rifle pacing matches the time-to-kill on Heroic enemies. Each shot is a 1-shot kill on red bars at full marks, and elites die in 3-4 head shots.

Q: Do marks stack across multiple enemies? A: Marks are per-enemy. Each enemy can hold up to 5. Mark spread on kill carries the count to the next nearest enemy.

Q: Is the +125% WD truly amplified? A: Yes. Pulse Spread amp is multiplicative against the entire damage formula. It is not added to other WD bonuses. This is what makes the set scale so hard, because amp is rare in The Division 2.

Q: Can I use Negotiator's without Eagle Bearer? A: Yes. Diamondback, Lady Death, St. Elmo's, or even high-roll legendary weapons like the Mantis or Custom M44 work. Eagle Bearer is best-in-slot but not mandatory.

Q: What if I have no pulse skill or Bullet Pulse? A: You cannot proc marks. The pulse is mandatory. Even in groups you need at least one source of pulse on the team.

Q: Press to Mark vs Vigilance for chest? A: Press to Mark for any group content because mark spread is enormous. Vigilance for solo where you control all damage and can guarantee no chip damage breaks the buff.

Q: Does the 4pc work in PvP? A: Marks apply but the +125% amp is reduced significantly in PvP normalization. Still strong but not the dominant force it is in PvE. Hunter's Fury is the better PvP set.

Q: How fast can I stack 5 marks? A: With Eagle Bearer at 800 RPM and crit chance maxed, 5 marks lands in roughly 2 seconds of sustained fire. With Diamondback it is 5 shots, so about 3 seconds. Boss damage windows are long enough to stack and dump.

Q: Best specialization? A: Sharpshooter for headshot bonus and the rifle signature. Gunner works for the additional armor cushion. Survivalist if you need the crossbow status for cross-build synergy. Sharpshooter is canonical.
