At a Glance

Eagle Bearer is an Exotic Marksman Rifle with assault-rifle DNA, dropping exclusively from Operation Iron Horse, and it rewards aggressive headshot chains with up to 8-10M burst DPS on a verified Tipping Scales + Headhunter setup. The 700 RPM fire rate and 30-round magazine put it closer to a battle rifle than a traditional MMR, so you treat it like a scoped AR with a 1.65 headshot multiplier.

Intrinsic Attributes (locked)

The intrinsic roll on Eagle Bearer favors weapon damage and headshot damage, which is exactly what the talent leans into. Specific attribute caps [verify] but the gun consistently rolls at or near max because it is a fixed drop.

Built-in Mods (locked)

Like every iconic raid exotic, the slots are locked and the values are essentially BiS for the role: scoped optic by default, magazine size baked in, muzzle and underbarrel rolls tilted toward headshot performance [verify].

Weapon Talent: Tactical Advance

"Tactical Advance" — Headshot kills increase reload speed by 100% and weapon swap by 100% for 5 seconds. While the bonus is active, headshot kills also refresh and increase armor regen by 100% for 10 seconds. Iconic Raid drop from Operation Iron Horse.

The mechanic is layered. First headshot kill gives you the reload and swap bonus for 5 seconds. While that buff is up, every additional headshot kill refreshes its timer and stacks an armor regen bonus that lasts 10 seconds. Miss the head, kill with body shots, or let the timer expire and the whole window collapses — you start from zero on the next chain.

That sounds punishing on paper, but in practice the buff is generous. 5 seconds of doubled reload and weapon swap is enough to cover most exits and re-entries into a fight, and the armor regen makes you tankier the longer you keep landing heads. It is the rare exotic that rewards aiming with both offense and defense in the same window.

Practical numbers from a verified Tipping Scales 4pc + Headhunter chest setup at max 200 stacks:

The Headhunter cap matters more than people realize. Once your stored damage hits the ceiling, every additional headshot before you cash in is wasted. The trick is firing the released shot the moment you cap, not chaining heads forever to "build more."

Top Builds

Tipping Scales × Eagle Bearer MMR Headhunter

The S-tier raid and Legendary build. Tipping Scales 4pc gives you a CHD stack engine, Eagle Bearer feeds the headshot kills that the brand set rewards, and a Headhunter chest (Ceska Lion or Striker's Press the Advantage are the usual hosts) stores the cap and detonates it on the next headshot. Stack the right side, run a Striker holster for the optic boost, and the burst reaches the 8-10M range listed above. → /builds/tipping-eagle-mmr

Eagle Bearer × Strikers Battlegear

Strikers stacks total weapon damage on hits, not just crits, which makes Eagle Bearer's per-bullet damage scale linearly as you dump the mag into a target's head. It is the sustained-DPS alternative to the Tipping Scales nuke build — less burst, more uptime, easier to play in directives. Pairs well with a Coyote's Mask if you can land the holster on swap.

Eagle Bearer × Striker's Gamble + Glass Cannon

Pure max-DPS glass cannon variant. Striker's Gamble holster, Glass Cannon chest, and you accept the doubled incoming damage in exchange for the ceiling. This is a Countdown and pre-cleared raid build, not a blind-pull setup. If you eat one Black Tusk grenade you are dead.

PvE vs PvP

In PvE, Eagle Bearer is a top 3 exotic for any aimed-shot player. The talent rewards exactly the shots you would already take in raid and Legendary content — headshots on adds to clear them quickly, headshots on yellows to apply Headhunter, headshots on bosses for the multiplier. The 35m optimal range is short for an MMR but fine for a battle rifle in the indoor arenas where most endgame fights happen.

The weakness is consistency. If you drop below 60-70% headshot rate the talent uptime collapses, and the gun's body damage is unremarkable for a raid exotic. It does not rescue bad aim the way Pestilence or Chatterbox can.

In PvP, Eagle Bearer is strong but not dominant. The reload and swap bonus rewards aggressive plays, and the armor regen on chained kills can make you very hard to peel off a contested point. But the headshot-kill requirement is a high bar in DZ skirmishes where opponents disengage on first damage. Most PvP players prefer Mantis or a roll Diceros for the precision role.

Pros & Cons

| Pros | Cons | | — | — | | Highest single-bullet headshot damage in the AR/MMR slot | Drop is gated behind the hardest raid in the game | | Talent buffs both offense (reload, swap) and defense (armor regen) | Misses punish hard — body shots do not trigger anything | | Pairs cleanly with Headhunter, Tipping Scales, and Strikers | 35m optimal range is short for an MMR, awkward at long sightlines | | 30-round mag is generous for a battle rifle hybrid | No Targeted Loot path, raid completions are the only farm | | One-shots most reds and yellows on a configured build | Glass Cannon and Tipping Scales builds are unforgiving |

Comparison

Weapon Type Notable
Eagle Bearer Exotic AR Iconic raid drop, headshot-kill chains
The Chatterbox Exotic SMG +20% RoF stacking on hits
Pestilence Exotic LMG Plague applies DoT to nearby enemies
St. Elmo's Engine Exotic AR Lightning chain on crit-stacker max

Of the four, Eagle Bearer is the most demanding to play but has the highest individual-shot ceiling. St. Elmo is the easier crit-stacker if you do not want to commit to headshots. Pestilence is the brain-off DoT spreader. Chatterbox is the close-range mob-clearer. They overlap less than the category suggests — most endgame players carry two of them at once.

FAQ

Is Eagle Bearer still good in TU22?

Yes — Eagle Bearer remains a top-tier raid and Legendary exotic in TU22.1. The Tipping Scales pairing pushes it into S-tier for headshot-aimed builds, and the talent has not been touched in recent patches. It is one of the safest exotic farms the game can give you.

Where do I farm Eagle Bearer?

Eagle Bearer drops only from Operation Iron Horse, the second raid in The Division 2. It is not in any chest pool, exotic cache, or Targeted Loot rotation. You have to clear the raid, and the drop is per-week per-character on a chance roll [verify].

Eagle Bearer vs St. Elmo's Engine — which is better?

Eagle Bearer wins on burst and ceiling, St. Elmo wins on accessibility and ease of play. If you can already aim for the head 70%+ of the time and have access to the raid, Eagle Bearer is the stronger pick. If you want a crit-stacker that works with any AR build and drops from regular activities, take St. Elmo and do not feel bad about it.

Does the talent work in PvP?

The talent works, but the headshot-kill requirement is much harder to meet against players than NPCs. You will get value in held objectives and DZ chase scenarios, less in open skirmishes where opponents break line of sight after first damage. It is a viable PvP exotic, not a meta-defining one.

What chest piece should I run with Eagle Bearer?

A Headhunter-talented chest is the standard pairing. Ceska Lion's chest or Strikers Press the Advantage rolled with Headhunter are the two most common hosts. Headhunter stores headshot damage and releases it on the next headshot, which dovetails directly with what Eagle Bearer is already doing on every shot.

Can I solo-farm Eagle Bearer?

No — Operation Iron Horse requires a full 8-player raid group, and there is no matchmaking for the raid in normal mode [verify]. You need a clan or a discord LFG group. There is no solo path to this weapon.

Is the Tipping Scales build worth building around?

Yes, if Eagle Bearer is your primary endgame weapon. Tipping Scales 4pc + Eagle Bearer + a Headhunter chest is currently one of the highest-burst legitimate builds in the game, and the brand set itself only really shines paired with this weapon. Build the gun first, then the brand around it.
